Frost Blast is castable while moving and reduces the cooldown of Ice Barrier by 3 seconds. Casting Frost Blast consumes Fingers of Frost, granting you a stack of Arctic Bulwark for each stack removed. This effect can only occur once every 12 seconds. Frost Blast cannot generate Fingers of Frost stacks. This ability shares a cooldown with other Shaman Shock spells.
